VP-286: VideoPlayer should not render Captions/Transcripts buttons and their menus if no captions/transcripts in options

Description

If videoPlayer does not have any captions or transcripts passed in the options then the menus are still rendered only with 1 possible option to Hide/Show captions or transcripts.

This functionality is totally useless since there are no captions/transcripts.

Those menu items should not be rendered in this case and should be rendered only if options are present OR if some other component modifies captions/transcripts in the model.

    According to the latest wireframes http://wiki.fluidproject.org/display/fluid/(Floe)+video+player+mockups+(final) there should be extra 2 options which suppose to be present in the language menu: "request a transcript", "add a transcript"
    Need to double check with designers if this ticket is valid and if we want to remove the language menu for the earliest versions of video player.

    After talking to designers I found that the best way is to disable menu buttons if transcripts or captions are not present for the video. User should not get into the menus with the keyboard and the tooltip should say "No captions/transcripts available"
    Disabled pictures for menu buttons for different color schemes should be obtained from the designers.
